The IRS is trying to collect past due Taxes that I do not feel I owe, but I do not want to get into a pissing contest with them. Can I just submit coupons to pay the unlawful debts and be done with it?

Yes, you can. In the Redemption Manual 4.5 Edition is the process to discharge it. Also, I have a letter that will STOP the IRS from collecting by a way of Debt Validation.
@Jason: I do not send information to "business" email addresses. Try giving me a personal email.
The IRS put a levy on my account for unpaid taxes. Can I use this letter for that or is that another process? TIA!
