Would anyone know if this process is just as effective for paying utility bills and student loans as for credit card/loans?

This works as long as you write or type out an attached letter with a few laws stating tender of payment etc. and the key trick is to get it notorized and mail it to the ceo or cfo of the company! I recently sent certified mail to the electric and gas company! it works

how would the attached letter? and wht consumer laws are being stated for tender of payment.
