Someone sent me a 1099a for my services. US Treasury was the lender and they were the borrower. When filling out the 1099-OID, am I the recipient and they are the payer? If not, how do i fill this out?

I'm unclear about this as well. I have watched the video many times. From my comprehension of the beneficiary is the borrower on 1099a but on the oid the dealership is the recipient but then the beneficiars name isn't on it so there's no connection how do yltjey associate the two?
